Who We Are
We are a global technical center providing strategy and technical advice worldwide to public and private health organizations and their leaders on improving health systems performance. We provide technical assistance on strategy formulation and operational improvements in health financing, health insurance, health sector regulation, health policy, specific health care programs, and public health program. We specialize in health systems in emerging markets in general and in Latin America, North Africa, South Asia, and the Middle East in particular. We are highly experienced and passionate about improving health systems performance to improve the health conditions of populations around the world, specially of those who need it the most.

Former Director of the Health, Nutrition and Population Practice of the World Bank worldwide, former CEO of the National Health Insurance of Chile and former Professor of Global Health at the University of Washington, Seattle, USA. Twenty five years of expertise and passion for improving health systems policy and performance, health system financing and health insurance design, and their impact on achieving universal coverage, health outcomes, financial protection, and country and organizations fiscal performance and competitiveness. John (Jack) Langenbrunner PhD. Renowned health economist, with vast experience in advising policy makers on health financing worldwide. Former Lead Health Economist for the World Bank where he led the Health Financing and Health Insurance Thematic Group and led the Bank’s Global Expert Team for Health Financing and Health Systems; former advisor at the US Office of Management and Budget where he served on the Clinton Health Care Reform Task Force for the US White House, and former senior economist at the US Health Care Financing Administration, a public health insurance program for over 90 million beneficiaries. Based in Washington DC.

Jose Antonio Gonzalez Anaya MsC, PhD, a world renowned economist and development expert. He was the Secretary (Minister) of Finance of Mexico from May 2016 until November of 2018. Previously, Dr. Gonzalez was the CEO of the Mexican Social Security Institute (IMSS- the third largest social health insurance in the world) where he implemented a mayor transformation in strategic purchasing, financing and organization; the CEO of Petroleos Mexicanos S.A; a Governor of Inter-American Development Bank and the World Bank. He also served as Chief of the Insurance, Securities and Pensions Unit at the the Ministry of Finance. Dr. González Anaya holds a Bachelor’s Degree in Economics and Mechanical Engineering from the Massachusetts Institute of Technology (MIT) and a Master’s Degree and PhD in Economics degrees from Harvard University. Based in Mexico City, Mexico.

Cecilia Breinbauer MD MPH Child and Adolescent Psychiatrist.
Dr. Breinbauer is the Deputy Executive Director of ICHSS and leads ICHSS collaborative center "Comunidades Inclusivas", which provides consulting and advisory services on Child and Adolescent development policy and family advice. Dr. Breinbauer is a child and adolescent psychiatrist and public health specialist, with global experience supporting families and schools on Autism and other developmental disabilities. She is also the Secretary of the Board of Center for Healthy Development (CHD). Former CEO of the Interdisciplinary Council on Development and Learning (ICDL) in Washington DC, USA, and Director of the Doctoral program and Infant and Early Childhood Mental Health, collaborating closely with Dr. Stanley Greenspan, founder of ICDL. |

Former Director General of Financial Protection in Health and Director General of Financing of the Popular Insurance Program,(Seguro Popular) at the Ministry of Health of Mexico (Secretaria de Salud); Director General of International Affaires at the Mexican Ministry of Health; Advisors Coordinator to the Undersecretary of Planning, SSA of Mexico; Assistant Professor in the Evaluation of Investment Projects Evaluation at the Harvard Institute for International Development (HIID) and Senior Vice-President of International Contracts at Televisa. Based in Mexico City, Mexico.

Jaime Burrows MD MSc MPhil is currently a Director at the Albert Einstein Center for Medical Humanities and Bioethics at the Autonomous University of Chile, and a Director at the National Autonomous Certification Corporation of Medical Specialties (CONACEM). He is a former Undersecretary (Vice-Minister) of Public Health and Acting Minister of Health in Chile, and led the design and implementation of several key initiatives including, the Food Labelling law; the System for Financial Protection of High Cost Treatments; the National Policies on Mental Health; the Immigrant Health and Occupational Health programs ; and the surveillance systems for emerging health problems: ebola, aedes aegypty, red tide and Q fever. Dr. Burrows is Pediatrician and holds a MSc in Bioethics and a MPhil in Ethics; and pursued postgraduate studies in Health Administration. Based in Santiago, Chile.

Baeza MSc London School of Economics (LSE) is the Program manager at LSE Consulting; a Global Development and Policy Translation Specialist at ICHSS; a Senior Fellow and IAP manager, Institute on Science for Global Policy (based in London). She is a former Technical Intern at the UN Office of the High Commissioner for Human Rights in Geneva Switzerland; and a former data analyst at DC Children and Youth Investment Trust Corporation. Daniela Holds a Master in Development Economics degree from LSE in London UK.
